New Senate Legislation Seeks to Raise Graduation Rates and Improve
High Schools
On April 27, the Pathways for All Students to Succeed Act (PASS)
was reintroduced by Senator Patty Murray (D-WA), with support from
Senators Richard Durbin (D-IL), Hillary Clinton (D-NY), and Edward
M. Kennedy (D-MA). The legislation seeks to improve high
school graduation rates by providing more funding at the secondary
level to implement facets of the No Child Left Behind Act (NCLB). The
bill's supporters contend that more accurate assessment and a stronger
emphasis on reading and math achievement will help quell ever-growing
dropout rates and put U.S. students back in contention with their
peers in other countries.
The bill would authorize $2 billion for academic counselors to
help increase the number of students who graduate from high school
while also improving college preparation for all students. It
would also authorize $500 million for low-performing schools to
help them implement comprehensive reform models, and $50 million
in grants to states to develop or increase the capacity of data
systems for assessment and accountability purposes.
