NEA, School Districts File First Suit Over NCLB

The National Education Association (NEA) announced yesterday that it will fund the first legal challenge to be filed against the No Child Left Behind Act.  Backed by nine school districts in Michigan, Texas, and Vermont, the lawsuit focuses on a single paragraph in the NCLB legislation that says that no state or school district can be forced to spend its own money in order to comply with any of the law's mandates.  The suit accuses the government of shortchanging schools by at least $27 billion, the difference between the amount of spending authorized by congress and what has actually been spent.
