NCLB Tutoring Promise Not Being Kept

Under the No Child Left Behind Act (NCLB), any student who goes to a school that gets federal poverty aid but has not made progress for three straight years is eligible for free tutoring.  However, according to Education Department, only 11 percent, or 226,000 out of nearly 2 million, took advantage of this provision in the 2004 school year.  Civil right activists and private tutoring companies say that the schools themselves are getting in the way, citing that publicity for such programs is unclear, registration session are held in the middle of the day when parents cannot attend, and administrators and board members make it difficult for tutors to get time or space inside schools.
