Book Donations and the Katrina Emergency Tax Relief Act
The Senate Finance Committee’s Hurricane Katrina Tax Relief
Act of 2005 allows publishers to donate books to schools and libraries
affected by Hurricane Katrina, and to write off the fair market
value of their donations.
As of Monday, September 19, the House Ways and Means Committee
was working on its own version of the tax relief package. That
version did not include the Senate’s book donation provision,
which would lift the obstacles in the tax code to the charitable
donation of books to schools and libraries.
Key members of the House Ways and Means Committee are still considering
the book donation provision, which would make it easier for members
of the Association of Educational Publishers (AEP) to fulfill the
unprecedented number of donation requests publishers have received
from schools and libraries devastated by Hurricane Katrina.
Last week, AEP began participating in a grassroots lobbying effort
to convince key members of the House Ways and Means Committee to
adopt the Senate’s book donation provision. The committee
is still considering adopting the provision, or a compromise version
of the provision, according to Congressional staffers.
In the wake of the Hurricane Katrina, publishers are among the
many individuals and organizations seeking to donate items to schools
and libraries in the Gulf Region. The House adoption of the Senate’s
book donation provision of the tax relief package would allow publishers
to increase their already generous donation of materials to school
affected by this tragedy.
Action needed:
AEP members should have schools and libraries they are working
with contact Congressional Representatives or Senators and urge
them to pass the Senate version of the Katrina Emergency Tax Relief
Act. This is important not only to the schools and libraries, but
to the small businesses interested in donating educational materials
to schools devastated by Hurricane Katrina.
