Congress Votes to End E-Rate Freeze

Congress unanimously passed a bill December 8 offering the Universal Service Administration Company (USAC) a one-year exemption from the Anti-Deficiency Act (ADA).  The bill, H.R. 5419, now awaits President Bush's approval.

USAC, which administers the e-rate, was forced to hold e-rate applications several months ago because of accounting provisions in the ADA that prevent government entities from promising funds they do not possess.  Since then, thousands of schools and libraries have been awaiting a resolution that would free up the millions of dollars e-rates normally provide them for telephone and Internet services.
