The Calm Before the Budget Storm

Congress and staff spent this year’s President’s Day recess analyzing the President’s FY2007 budget request and preparing strategies for the coming budget and appropriations season. With even fewer days on the legislative calendar than last year, and elections this November, staff already face a time crunch to get their work done on time.

With the goal of completing all appropriations bills before the start of FY2007 on October 1, 2006, appropriators have released an ambitious timeline for the spring. While the exact timeline is not yet known, House and Senate Budget Committees will be crafting their respective FY2007 budget resolutions as soon as they return next week. With less-than-generous levels of discretionary spending in the President’s request, this will be a difficult and painful process to say the least.

While nothing is certain, many budget watchers expect a call for a new budget reconciliation bill in the House budget resolution, while the Senate is not expected to propose another reconciliation process in its budget resolution. This sets the stage for a contentious conference. If there is reconciliation in FY2007, it is highly unlikely to include any changes to programs at the Department of Education.
