Republicans Introduce A-Plus Act
Republican legislators have introduced their version of a complete
overhaul of NCLB, called the Academic Partnerships Lead Us To Success
Act, or the "A-Plus Act." The bill is sponsored by Rep.
Pete Hoekstra (R-MI) and co-sponsored by important Republican leaders
such as Senators Cornyn (R-TX) and Representatives Cantor (R-VA)
and Blunt (R-MO) for a total of 52 signers.
Hoeskstra has been an opponent of NCLB, and introduced a version
of the A-Plus Act in previous sessions, now stating that "No
Child Left Behind has create more testing, more paperwork and has
cost schools more money to comply with federal mandates." He
added that while NCLB "created a one-size-fits-all approach
to education...the A-Plus Act will restore accountability to parents
and schools as states advance individually tailored academic policies."
The purpose of the legislation is:
* To provide states and local school districts with maximum freedom
and flexibility
* Reduce administrative costs and compliance burdens
* Ensure that states and communities are held accountable to the
public, especially disadvantaged children
After either a public referendum or action by a state executive
and legislative action, the states could sever their NCLB commitments.
Then the states would submit a declaration of intent to the Secretary
of Education stating they will consolidate and use funds for public
education. This would apply to all federal funds, but specifically
excludes the IDEA program funds.
Instead of mandatory reporting on the schools AYP the state would
report annually to the parents and general public using a state-determined
assessment system and accountability system.
