Report on State-Funded Preschool Programs

The National Institute for Early Education Research's report, The State of Preschool: 2003 State Preschool Yearbook, presents information on state policies, quality, and commitment of state resources to state-funded preschool programs. NIEER found that although 40 states funded preschool programs, only two, Georgia and Oklahoma, sought to provide universal access. No state met all ten benchmarks for quality standards, but Arkansas, Illinois, and a program in New Jersey met 9 out of 10. According to NIEER, the study shows that "state preschool programs are failing the nation's children" because of lack of standards and adequate funding.

NIEER maintains the importance of providing universal access to preschool. Director Steven Barnett explained that children develop foundational skills and other abilities that help them learn and get along with people over a lifetime during these formative years in preschool. The report recommended that the federal government make a commitment to investing in preschool programs and that states improve their preschool data systems.
