U.S. Losing Competitive Edge in Science, According to Advisory
Panel
The U.S. government must take immediate action to enhance science
education and ensure the country's economic security, according
to a report released last week by a panel of scientists, educators,
and business leaders. The panel, known as the Committee on
Prospering in the Global Economy of the 21st Century, was created
by the National Academy of Sciences and the National Academy of
Engineering at the request of Congress.
Citing examples of growing competition in the global marketplace
from such rivals as India and China, the panel recommended 20 steps
the government should take to address the challenges posed by the
global marketplace, among which were:
1. Recruit 10,000 new science and math teachers each year by offering
four-year scholarships in those fields, and improve the skills
of current teachers with professional development and incentive
programs.
2. Increase the federal investment in long-term basic research
by 10% each year for the next seven years through reallocation
of funds and, if necessary, new funds.
3. Establish an Advanced Research Projects Agency in the Energy
Department to sponsor novel research to meet the nation's long-term
energy challenges.
4. Make the U.S. the most attractive setting in which to study,
perform research, and commercialize technologic innovation by providing
25,000 new undergraduate scholarships in science, math, technology,
and engineering.
