Two New Reports on Implementation of NCLB
The Center on Education Policy released a report in January on
the implementation of NCLB, concluding that “states and school
districts are working hard… but face difficulties, including
insufficient capacity and concerns about funding.” Key findings
include:
- 24 out of 40 states reported that fiscal problems are adversely
affecting their ability to carry out the law.
- 1/2 of the responding states say that local districts are being
hampered by fiscal problems, which they attributed to state budget
deficits.
- 16% of schools were identified as in need of improvement.
The Civil Rights Project at Harvard also examined the impact of
NCLB through its first year of implementation, at the federal,
state, and district level. They found:
- no financial support for states in meeting the administrative
costs of implementing NCLB requirements besides testing.
- Although thousands of students were eligible to transfer schools,
only 3% of students requested to move.
