The Nation's Report Card for 2004

According to this year's National Assessment of Educational Progress (NAEP), significant improvements were seen in the subjects of reading and math in 9-year-olds and 13-year-olds, more specifically in blacks and Hispanics. Since 1971, the achievement gap, measured on a 500-point scale, has narrowed from 44 to 26 points. While Education Secretary Margaret Spellings attributed the improvements to the No Child Left Behind Act, Darvin Winick, chairman of the National Assessment Governing Board, was cautious about drawing such a correlation. Narrowing of the achievement gap can be traced back to at least 1999, before the Bush administration took office, Winick said.
