The Classroom Publishers Association, now called the Classroom Publishers Alliance, (CPA) has merged with AEP. Formed over 15 years ago, the purpose of the CPA is to secure and preserve the Classroom Periodical Rate (CPR), a discount postal rate for publishers of classroom periodicals.

Postal Reform Regulations Filed – Comment Period Open

February 22, 2007—When the Postal Accountability and Enhancement Act was passed by the 109th Congress it was hailed as a step that would reform and modernize the United States Postal service. The two directives of the current regulations are “the Commission (Postal Regulatory Commission) shall by regulation establish a modern system for regulating rates and classes for market dominant postal products…and shall promulgate regulations to bound Postal Service discretion in setting rates for competitive postal products, by June 19, 2008.

The PRC is inviting public input into how they can achieve the above goal by providing comments. Initial comments are to be received by April 6, 2007 and reply comments by May 7, 2007. You may provide comments electronically to the PRC Filing Online system at http://www.prc.gov. Please indicate that you are providing comments to the proposed rulemaking 39 CFR 3001, Administrative Practice and Procedure, Postal Service. Two categories of postal products are affected, market dominant and competitive postal services. Separate rules will apply for the two categories.

Any suggestions on how to achieve the goals of the PAEA must “comport with the speicific applicable statutory directions as set out below.”

A summary of those requirements:

  • Establish a schedule that would change rates by predictable amounts at regular intervals
  • Limit percentage increases to the annual unadjusted CPI (Consumer Price Index)
  • Not allow the postal service to increase rates beyond the annual limitation
  • Any rate changes must be announced 45 days before they take effect for the purposes of; public notice, review by the PRC, allow PRC to notify the Postal service of non-compliance, allow the Postal Service to respond to such notice, and provide for an emergency rate increase that exceeds the annual limitation.
