Privacy
is Back in the HouseFebruary 2001 Â In its opening weeks,
the new Congress has seen one student privacy bill, re-introduced, and a number
of new measures affecting the use of lists for marketing purposes. Rep.
George Miller, D-Calif., put forward a comprehensive education bill with the same
privacy language approved by the House panel last year. Miller's bill calls for
schools to obtain parental consent before allowing the collection of student information
for commercial use. Although the bill exempts college recruitment activities,
it does not exempt the organizations that provide names for these activities.
It also restricts the use of student data to a specific product, preventing publishers
from using the information to offer additional educational materials. Other
recent bills would: - Expand the Children's Online Privacy Protection
Act to cover kids over age 13.
- Require Web sites to clearly post notices
on how they collect and use personal data.
- Prohibit Internet providers
from disclosing Social Security numbers.
- Prohibit unsolicited e-mails,
or "spam."
