Bill Reauthorized Despite Proposed EliminationAugust 2006—Renamed
the Carl S. Perkins Career and Technical Education Improvement Act of 2006 the
program that provides alternate education paths for secondary and post-secondary
instruction was passed on July 29, 2006. It had overwhelming support in the House
and Senate even though the Bush administration slated it for elimination in their
proposed Budget. These are the important provisions that were requested
by legislators, educators and businesses that supported the reauthorization:
- New Bill title and references throughout the bill from “Vocational
Education” to “Career and Technical Education”
- Continuation
of funding structure that includes a 10 percent allowance for leadership activities
and 5 percent allowance for administration
- Maintenance of the
Tech Prep Program as a separate title with some changes in how the funds can be
allocated depending on state election of administering them
- New
accountability measures that include assessments that conform with the States'
NCLB standards
- Achievement measurements for technical assessments aligned
with industry standards for both secondary and post-secondary students

Programs of Study - Developing coursework that leads to some type of certificate
or professional degree
