Appropriations
UpdateDecember 18, 2006 - Incoming Leadership Opens possibility
of increased Education Funding 109th congress passed a continuing resolution that
will fund the government until February 15. The outgoing congress passed
only 2 of the 11 appropriations bills, Defense and Homeland Security. Incoming
House Appropriations Chair David Obey (D-WI) and Senate Appropriations Chair Robert
Byrd (D-W.VA) announced that they will create a joint funding resolution rather
than utilizing another continuing resolution which will apply to the FY 07 Budget.
Adopting another continuing resolution is problematic because it provides a limited
amount of funding currently set at the lowest of the House-approved, or Senate
approved FY06 levels. The joint resolution may provide additional
funding and an assessment of needs will be conducted at the departmental and agency
level. To ease budget pressures a moratorium is being placed on earmarks.
The moratorium could free up several billion dollars but it is unclear how much
if any will be available for the education budget. |
