Sec. Arne Duncan Announces "Race to the Top" Draft Requirements

July 28, 2009—The race for the American Recovery and Reinvestment Act's $4.35 billion, available through State applications to U.S. Education Secretary Arne Duncan, officially began on Friday, July 24. At a meeting at the U.S. Department of Education with presentations by both President Obama and Secretary Duncan, new information was released about the opportunity for states and local school districts to undertake educational reform through applying for federal funds.

In order to use what the U.S. Department of Education calls the "largest-ever federal investment in education,"
states must apply to Secretary Duncan including "assurances" that they will improve in four specific areas:

  1. To adopt rigorous standards and assessments (State-led voluntary core standards in English Language Arts and Mathematics are expected.)
  2. To recruit and retain effective teachers, distributed especially to schools and classrooms of high need.
  3. To turn around low-performing schools.
  4. To establish data systems that track and link student achievement and teacher effectiveness.

The criteria, process, and procedures are fully outlined in a DRAFT Race to The Top proposal, or "Notice of Proposed Priorities, Requirements, Definitions, and Selection Criteria." The public will have 30 days to comment on these proposals from the date the "Notice" document appears in the Federal Register. The document bears the identification number DOCKET ID ED-2009-OESE-0006.
