U.S. Department of Health and Human Services Begins the Process
to Release Stimulus Funds for Head Start and Early Head Start Programs
April 10, 2009While the U.S. Department of
Education has been pumping out information, guidance, and funds
for federal education programs that were approved under the federal
economic stimulus legislation, the American Recovery and Reinvestment
Act (ARRA), not all federal education funds are under this agencys
jurisdiction. Head Start and Early Head Start programs are set to
receive a total of $2.2 billion in ARRA funds with additional increases
through the FY 2009 Omnibus Appropriations. These funds come through
and are administered by the U.S. Department of Health and Human
Services, Administration for Children and Families, Office of Head
Start.
U.S. Education Secretary Arne Duncan was confirmed quickly. However,
it has taken a longer time to find an acceptable U.S. Secretary
of HHS. So, ARRA information on requirements for and distribution
of funds has been delayed for Head Start and Early Head Start economic
stimulus dollars. Now, the U.S. Department of HHS is getting into
gear.
Grantees will be asked to request or apply for funds
in various categories, such as expansion of Head Start and Early
Head Start programs, COLA, and Quality Improvement. Grantees will
need to say how they plan to use ARRA monies. Local grantees will
receive ARRA funds directly from HHS--not from a state. Regional
Offices of the U.S. Department of HHS will send announcements and
related ARRA information to grantees in the coming weeks.
