Congress Passes Final FY2010 Budget
May 4, 2009—The House and Senate each passed the final FY
2010 Congressional Budget Conference Agreement. The final FY 2010
Congressional Budget includes $3.55 trillion. This amount is $146.2
billion less than the FY 2010 Budget Request made by President Obama.
Funds for federal non-defense discretionary programs in the final
FY 2010 Congressional Budget are $10 billion less than what was
requested by the President, for a total of $529.5 billion in FY
2010.
- Function 500 of the FY 2010 final Congressional Budget, the
federal budget category which includes education, training and
social services programs, will receive $89.4 billion in discretionary
budget authority.
- This Function 500 amount is $5.6 billion more for federal services
programs in FY 2010 (School Year 2010-11) than was provided for
FY 2009 or School Year 2009-10.
In the U.S. House of Representatives 233 voted for the final FY
2010 Congressional Budget. All of those voting for the legislation
were Democrats. However, 17 Democratic Representatives voted against
the Budget bill, along with 176 Republican Representatives, for
a total of 193 “No” votes. There were five Democratic
Representatives and two Republican Representatives, who did not
vote on this legislation.
In the Senate there were 53 Senators voting for the final FY 2010
Budget Agreement, 43 Senators opposing the bill, and 3 Senators
who did not vote at all. Both Independent Senators voted for the
legislation, Senators Joseph Lieberman (ID-CT) and Bernie Sanders
(I-VT). Four Democratic Senators voted against the FY 2010 Congressional
Budget, including Senators Evan Bayh (D-IN), Robert C. Byrd (D-WVA),
Ben Nelson (D-NE), and Arlen Specter (D-PA). Senator Specter changed
his party affiliation last week from Republican to Democratic.
