Budget Advances from Appropriations Committee July 12, 2007—The
HHS/Labor bill advanced from the House Appropriations Committee on Wednesday also.
Of the $607 billion total, $153.7 billion contains discretionary funding for programs
like health care for the uninsured, community health centers and education. K-12
education receives $37.9 billion which is a 7% increase over the current year.
IDEA received a substantial increase for a total of $12.3 billion. During
the hearing an additional $335 million was approved through an amendment offered
by Rep. James Walsh (R-NY). Only three amendments in total were accepted. Student
aid for college was increased by 12% for a total of $19 billion. The Pell Grant
will increase to $4,700 in the 2008 school year. Finally the earmark promise
seems to be having some effect. The total number of earmarks was cut in half from
two years ago for an allotment of $565 million. The bill will be debated on the
floor next week on July 19. |
