Department of Education Releases Stimulus Funds Early, Updates State Funding Tables, and Issues New IDEA Guidance

  • On July 1, 2009, Education Secretary Duncan released $2.4 billion of the $2.7 billion in ARRA Phase II State Fiscal Stabilization Fund dollars to states that have Phase I applications approved. This is a change from the process outlined originally. These funds may be used by states for public safety, education, school modernization or other government services.
     
    The purpose of this early or accelerated release of Phase II Stabilization Fund dollars is to “help States as they face increasing budgetary pressures.” For example, California is awarded $357,973,662, Texas $238,644,676, and Florida $162,179,566.   • The U.S. Department of Education Budget Services Division updated its budget tables for states on July 1, 2009. Federal dollars by state are available for FY 2008 (School Year 2008-09), the American Recovery and Reinvestment Act (ARRA), FY 2009 (School Year 2009-10), and the President's FY 2010 Budget. Some of the funding levels are preliminary estimates, while others are considered to be "final," though called "estimates."
     

    For SY 2009-10, "final allocations" are available by State for 33 programs such as ESEA Title I Grants to Local Educational Agencies, Educational Technology State Grants, 21st Century Community Learning Centers, English Literacy and Civic Education State Grants, Language Acquisition State Grants, Math/Science Partnerships, and various IDEA Special Education grants.   • On July 1, 2009, the U.S. Department of Education added "Section H" to the guidance for IDEA, Part B, related to the use of ARRA funds, which deals with use of State Fiscal Stabilization Funds to meet IDEA, Part B Maintenance of Effort (MOE) requirements.
