Revised State-Led Voluntary Common Core Standards for College
and Career Readiness Released
September 23, 2009The National Governors Association (NGA)
and the Council of Chief State School Officers (CCSSO) released
their official revised set of voluntary State-led Common Core Standards
in English Language Arts and in Mathematics for College and Career
Readiness. Public comments are requested on these revised official
Common Core Standards from individuals and organizations by October
21, 2009.
Research, evidence, and exemplars are provided as well as the Standards
themselves. Forty-eight states have agreed to participate in this
Common Core Standards Initiative. Only Alaska and Texas have opted
not to participate. There are advantages to States that agree to
Common Core Standards in Race to the Top funds competition.
Consensus among Common Core Math Standards developers has been
strong, so few changes were made in the revised draft compared to
the initial version. However, one new mathematics standard was added:
"Mathematics practice."
English Language Arts Standards include those for reading and writing
and for speaking and listening. However, reportedly, English Language
Arts content standards developers had greater difficulty reaching
consensus while attempting to work through their own views and those
of the individuals who submitted early comments. For instance, some
difficulty was reportedly experienced in determining the levels
of specificity or generality to use in expressing English Language
Arts Standards and in designing standards such that the public,
parents, and educators all could appreciate them. The revised English
Language Arts report includes skills strands for reading and writing,
speaking and listening, using these skills for research or diverse
media, and illustrative texts and materials that are exemplars of
the level of complexity that students who are college and career
ready can master.
Also, the American Council on Education (ACE) is organizing panels
of college and university faculty to review the just-released Common
Core Standards. These standards are not intended for placement or
for admissions or for college/career admissions tests. Yet, postsecondary
course requirements may be aligned to College and Career Ready Common
Core Standards, if higher education institutions choose to do this.
NGA-CCSSO experts and officials will begin Phase 2 this fall, drafting
separate K-12, grade-by-grade Math and English Language Arts standards
from the overall College and Career Readiness Standards.
