Schwarzenegger's 2010-11 Budget Proposal Keeps CA Education Funding

Feb. 17, 2010Even though California Governor Schwarzenegger
is currently forecasting a $19.9 billion budget gap, his 2010-11
budget proposal maintains education funding at the 2009-10 level.
Amidst what his office calls, "deep and painful cuts in every
other area of government," Gov. Schwarzenegger appears to be
continuing his push to raise the level of achievement in the state.
Level funding, though, does not mean that the Governor is not proposing
changes. In addition to giving local education agencies more authority
over staffing decisions, he is also looking at comprehensive reform
in light of the changes they have already made for Race to the Top.
The budget proposal states, "The Administration will also
consider additional reforms to the state's public school system
to augment the fiscal reforms identified above and build on the
spirit of reform embodied in President Obama's Race to the Top initiative.
These reforms, among others, will address statutory and regulatory
barriers which hinder districts from focusing on needed improvements
to student achievement and increasing the number of high quality
schools and highly effective teachers and principals."
Similar to President Obama's recently announced budget plan for
FY 2011, Governor Schwarzenegger's proposal signals his priorities
for education reform. Publishers should be watching as other states
propose education budgets to see where their priorities lie.
The AEP California Legislative Event, sponsored by Teacher Created
Materials, took place March 10-11 and gave publishers the opportunity
to open a dialogue with key education committee officials about
education reform in California and the role supplemental materials
can play in boosting achievement.
