AEP Secures CEC Commitment to Name Instructional Materials as a Wise Investment for IDEA Stimulus Funds

May 4, 2009—Working with its advocacy firm, Education Legislative Services (ELS), AEP was able to get the Council for Exceptional Children (CEC) to specifically recognize instructional materials as a sound use of IDEA stimulus funds. The newly revised CEC document, "American Recovery & Reinvestment Act: Making Wise Investments to Support Positive Outcomes for All Students with Exceptionalities," names "curriculum development and instructional materials based on evidence-based practice" in the section for "Investing in Innovative, Evidence-Based Practices."

Previously, an AEP member saw that "Instructional Materials" did not explicitly appear on the CEC list of suggested investments. On behalf of AEP, ELS contacted CEC leadership. We requested that the words "Instructional Materials" be added specifically to the CEC list, even though it is abundantly clear that IDEA ARRA funds may be used for all purposes allowable under the IDEA reauthorization of 2004, including instructional materials. The CEC agreed.

Now that the CEC has formally recognized instructional materials purchases as an appropriate use of stimulus funds, AEP's next step is to reach out to the Department of Education and ensure that future guidance also supports spending the funds on instructional materials.
