Chamber of Commerce Releases Their Report Card

March 1, 2007—Their goal was to grade all 50 states and Washington D.C. on their K-12 school systems in order to identify both leaders and laggards in the tough business of school performance.

They partnered with John Podesta of the Center for American Progress and Frederick Hess the Director of Education Studies at the American Enterprise Institute. They organized existing evidence to inform and promote reform efforts across the nation. In addition they shared their data and methodology with outside experts.

Some of the significant findings are:

  • Return on investment across states varies widely – Utah and North Carolina Succeed in their estimation
  • Some states are doing well at reaching the target populations – Kansas, Florida, Texas and Virginia were named
  • States should do more – Evaluating teachers, rewarding good teachers, removing poor performing teachers
  • State Standards need to be improved – Many states standards are not going to reflect achievement
  • States are not accurately reporting achievement – Alabama reported 83% of 4th graders were proficient in reading, but NAEP results reflected only 22 percent scored at or above the proficient level.
