Budget Process Continuing

March 22, 2007—The House has finished its initial recommendations on a Budget Resolution. Chairman John Spratt (D-SC) marks include the following:

  • A $22. 1 billion increase for discretionary funds for FY 2008 for a total of $954.9 billion
  • An appropriated program level for function 500 (education ) that is $7.9 billion above the President’s FY 08 request
  • Of the above $5.9 billion is for FY 08 and can be used for Head Start, Title I and other Elementary and Secondary Ed programs under NCLB and employment training, or for IDEA and contributing to the new maximum Pell Grant of $4,600
  • $2 billion in advance funding for FY 09
  • A deficit neutral reserve fund that will allow for additional benefits for making college more affordable complying with the pay as you go rules

The Chairman rejected:

  • President Bush’s cut to education function 500 funding
  • President Bush’s cut to student loan programs
